Why a new Steam account cannot trade yet

Limited accounts, the 15-day Steam Guard rule, the Mobile Authenticator and its 7-day wait, holds after a new device login, and what to sort out before ordering a skin.

You made a Steam account, installed CS2, found a skin you want, and the trade will not go through. Nothing is broken. Steam puts a set of waiting periods on fresh accounts, and every one of them is there to slow down account thieves. Here is what each one is, and what to do before you order.

Limited accounts

A brand new Steam account is a limited account. Steam keeps it that way until money has been spent in the Steam store. The limit blocks trading and the Community Market, along with things like friend invites and posting in discussions.

The way out is to spend Steam’s minimum, five US dollars or the equivalent in your currency, on a game or on Steam Wallet funds. Activating a key you bought somewhere else does not count. Once the purchase goes through, the account stops being limited. There is no waiting period on this part.

CS2 is free, so simply installing it does nothing here. A free-to-play account with no purchases stays limited.

Steam Guard for 15 days

Trading also requires Steam Guard, and it has to have been on the account for at least 15 days. For most accounts, email Steam Guard is switched on as soon as the email address is verified, so the clock usually starts early. If Steam Guard was ever turned off and back on, the clock restarts.

This is a hard block. During those 15 days the account cannot send or accept a trade at all, and Steam says so at the top of the trade offers page.

The Mobile Authenticator and its 7-day wait

The Steam Guard Mobile Authenticator is the app-based version of Steam Guard, and it is the one that matters for skins. Without it, or with it added less than 7 days ago, any trade the account takes part in goes into a trade hold. Steam accepts the trade but keeps the items for up to 15 days before delivering them. Either side can cancel during the hold.

With the authenticator on the account for 7 days or more, trades complete as soon as both sides confirm. So the authenticator does not remove a rule. It removes a wait.

Set it up from the Steam mobile app, then leave it alone. Removing it and adding it again restarts the wait, so put it on a phone you will keep.

Holds after a new device

Steam watches where you log in from. A login from a computer or phone it has not seen before is one of the signals it uses to slow trading down, and trades from the account can be held for up to 15 days after it. A password reset also restricts trading for a while.

The lesson for a new account is boring but useful. Set the account up on the machine you will play on, add the authenticator, and stop changing things. Every change restarts a clock.

The order of events

Rule What it blocks How long
Limited account All trading and the Market Until a store purchase
Steam Guard age All trading 15 days from enabling it
Mobile Authenticator age Instant delivery 7 days from adding it, holds of up to 15 days before that
New device or password reset Instant delivery Holds of up to 15 days
Item trade cooldown Trading the item again 7 days after the item arrives

The last row is about the item, not the account. Any CS2 item that arrives by trade or from the Community Market cannot be traded again for 7 days. You can equip it and play with it in that time. You just cannot move it on.

Before you order

  1. Make a purchase in the Steam store so the account is no longer limited.
  2. Add CS2 to the library and launch it once, so the game inventory exists.
  3. Install the Steam mobile app and set up the Mobile Authenticator.
  4. Wait until the authenticator has been on for a full week and Steam Guard for at least 15 days. Check the trade offers page. If a restriction is active, Steam prints it there with the end date.
  5. Copy your trade URL from the Inventory page under Trade Offers and “Who can send me Trade Offers?”.
  6. Then order.

Prime status is a matchmaking thing. It has nothing to do with trading, and you do not need it to receive a skin.

What happens if you order early

If the account is still limited or inside the 15-day Steam Guard window, the trade offer cannot be delivered. If only the authenticator is fresh, the offer arrives but sits in a hold, and the item shows up when the hold ends.

On PrefireSkins the order stays refundable in full until you accept the trade. So ordering a few days early does not lose you money, but it does mean waiting on Steam rather than on the store. If an offer never shows up and you think the account is clear, write to support@prefireskins.com with the order number.

Sort out the account first, then buy the skin. Steam’s clocks do not care how badly you want the item.
